III. Specialization, Experience and Languages

González Villalobos is an International Statistical Consultant, and works also in the promotion of Scientific and Technical policies in Argentina. As an Applied Survey Statistician has a vast international experience in the organization of National Statistical Systems as well as in the planning, administration and execution of Censuses and Survey Programmes on a variety of fields, for example: agriculture, livestock, population and housing, fisheries, industry, economy, forestry, health, epidemiology, women status, environment, and education. His main interest as a survey statistician has been the introduction and dissemination of probability sampling survey methods to conduct baseline national statistics in a large number of countries: his specialization is on complex survey designs to conduct large-scale surveys, designs that include Area Sampling and Multiple survey frames and involve the use of Geographic Information Systems (GIS), satellite images and photos, remote sensing technology, and PDA (Personal Digital Assistants), that is, statistical designs with a very strong emphasis on the application of informatics. As an International Statistical Consultant, has work experience almost worldwide. He has undertaken advisory and training missions, delivered lectures, participated, organized and chaired around 80 international statistical, scientific and technical meetings and seminars in countries of Africa, America, Asia, Europe y Oceania.

González-Villalobos is Academician (Fellow member) of the National Academy of Sciences, Argentina, and also elected member of the Academy’s Institute of Research and Development ‘Dr. Amílcar E. Argüelles’, and Director of its Center of Mathematics, Statistics, and its Applications. In this character, he works on problems related to the promotion of Science and Technology.

González-Villalobos has written several books and more than eighty papers on statistical methods for conducting censuses and surveys, stochastic processes, probability theory and Fourier series and integrals. His two-volume book entitled Multiple Frame Agricultural Surveys, has been published and translated in six languages: English, Arabic, Chinese, Farsi, French and Spanish, and has been adopted as a reference book on agricultural surveys in many countries. Moreover, the book Multiple Frame Agricultural Surveys has been quoted by recognized statisticians as a landmark in the field of agricultural statistics, and is possibly the most used textbook in the world in its field.

He has working knowledge of Spanish, English, Portuguese, French and Italian.

The census preparatory work consisted in the elaboration of the cartographic basis and the preparation of estimates for the number and distribution of households in Argentina. A systematic, stratified clustered probability sample of housing units was selected and an extended census questionnaire was applied for the sampled households. A post-enumeration survey was also conducted to assess coverage and data quality. This is the second volume of a two-volume book on Multiple frame agricultural surveys, which is a comprehensive introduction for establishing and conducting area and multiple frame probability sample survey programmes, with a special view on methods and practices applicable in developing countries. This volume presents the survey methodologies of area and multiple frame agricultural survey programmes currently used in a wide range of countries. It provides actual examples of the application of the survey methods presented in the first volume. The purpose is to allow the reader to make the necessary comparisons and to facilitate the application of the most appropriate statistical methods and practices.

It examines the main aspects which have to be considered to establish and conduct a periodic agricultural survey programme based on multiple frame sampling methods, i.e. the probability selection and estimation methods, the survey organization, the equipment and materials needed, data collection, summarization and processing. It includes a detailed description of a category of survey designs considered especially useful for developing countries, namely, survey designs that involve:
• Data collection through personal interviews with farmers.
• An area sample formed by segments with recognizable physical boundaries.
• The elaboration and regular updating of a short list of farms, for each important survey variable (list frames);
• The use of a multiple frame estimator, associated with each variable, which combines the area sample estimator with the result obtained from the complete enumeration of the short list frame.
